About Judge Kim Bailey Phipps

Judge Kim Bailey Phipps presides over the 162nd Civil District Court of Texas, which has jurisdiction in Dallas County. She was first elected to the bench in 2024 and took office January 1, 2025.

Before taking the bench, Judge Kim Bailey Phipps served as a respected attorney. She has long experience in civil law, and a strong commitment to fairness and efficiency.

Judge Kim Bailey Phipps previously worked as a civil trial lawyer and litigator with more than 30 years in legal practice. She is a graduate of the University of Virginia School of Law and Harvard University. Judge Kim Bailey Phipps is a member of Delta Sigma Theta Sorority, Inc. She has been licensed to practice law in Texas since 1991.

Over the course of her career as a lawyer, Judge Kim Bailey Phipps gained first and second chair jury trial experience, and a broad background in civil matters. Her judicial philosophy is founded on the belief that fairness and justice are the ultimate goal in every case. Judge Kim Bailey Phipps is committed to making sure every litigant is heard, and that the judicial process is fair and objective.

Judge Kim Bailey Phipps and her husband Errol Phipps have two daughters and are longtime Dallas residents. They attend City Temple Seventh-Day Adventist Church.
